2004 ELECTRICITY PIONEERS APPLAUDED
Saint Lucia's Prime Minister,
Hon. Kenny D. Anthony has lauded the outstanding
contribution of CARILEC pioneers, Bernard
Theobalds and Joel Huggins to the development of
the electricity sector in their home countries as
well as in the wider Caribbean.
The Prime Minister was one of
several speakers at an Appreciation Night who
acknowledged the pivotal roles played by the two
former Managing Directors in the development of
Saint Lucia Electricity Services Ltd. (LUCELEC)
and the St. Vincent and the Grenadines Electricity
Company (VINLEC) respectively. Both stalwarts have
recently retired after giving more than 40 years
service to the industry.

Prime Minister Anthony
expressed his deepest appreciation for the
sterling support which he received from Mr.
Theodalds. "Whenever I have called on
him for advice, he has never failed me... he
has given me his soul. His leadership of
LUCELEC has been exemplary" said Dr. Anthony.

also acknowledged the support of the two
pioneers. Chairman Young noted that both
retirees gave selfless service to CARILES,
taking it from a mere project to an
effective, financially self-sufficient
corporation.

Huggins attributed any success they may have
achieved, to the support that they received from
their manager. and staff.

the general membership of CARILEC

the 56th Meeting of the Board of Directors
which was held in Saint Lucia on February

CARILEC PR CONFERENCE ENDS ON HIGH NOTE
Public Relations Practitioners
and Corporate Communications drawn from member
utilities of the Caribbean Electric Utilities
Corporation (CARILEC) have ended their two day
Annual Conference in the Dominican Republic with a
renewed resolve to develop a greater appreciation
of the considerable benefits that can flow from
the establishment or strengthening of
communications departments within electric
utilities in the Caribbean.
The Conference noted that
company law and practice around the world demanded
that effective stakeholders relations should be
mainstreamed as an essential element of any
corporate structure or strategy.
The consensus reached at the
Conference proved that the benefits of having
internal PR departments far outweighed the costs.
Participants were of the view that stakeholders
relations could not be divorced from the other
factors that help to determine corporate
direction, such as the vision, mission, values,
and the strategic of a company.
At the same time, itwas observed
that globalization was introducing many new
challenges and opportunities for PR practitioners.
On the one hand, the liberalization of finance,
information and technology was expanding the
geographic reach and influence of a range of
stakeholders, with differing value systems and
interests. Whilst on the other hand, practitioners
now had access to never, more powerful tool to
practice their trade, such as the internet.
The Conference featured a number
of their high-quality presentations by seasoned
independent PR practitioners as well as by
managers of corporate communications department.
The Conference attracted
participants from: Aqualectra of Curacao, Dominica
Electricity Services Ltd., EGE Haina of the
Dominican Republic, Saint Lucia Electricity
Services Ltd., St. Vincent and the Grenadines
Electricity Services Ltd., WEB Bonaire & WEB BMG,
